MINNESOTA
The MAWG urges
that the U.S. and the World Trade Organization (WTO)
place more attention on addressing unreasonable
sanitary/phytosanitary tolerance levels used to obstruct
international grain trade.
The MAWG endorses
the creation of a national initiative and federal funding
for the control of fusarium head blight and other wheat
diseases.
The MAWG endorses
an adequately funded and aggressively used Export
Enhancement Program.
The MAWG supports
deferred payment contracts on grain sales for cash basis
farmers to remain qualified under current law, and not be
considered as installment sales to be taxed under the
alternative minimum tax, or AMT.
The MAWG supports
the establishment of a farmer individual retirement
account (IRA) for depositing farm income and proceeds
from the sale of capital assets.
The MAWG endorses
the trial of alternative crop insurance programs, and
supports reform of the Federal Crop Insurance
Corporations nonstandard classification.
The MAWG supports
legislation that would remove taxes on the gain from a
sale of a business or facilities to a producer-owned,
non-federated cooperative.
The MAWG urges
that any increase in Minnesota Department of
Transportation funding be dedicated to road maintenance
and spent according to the present formula.
NORTH DAKOTA
NDGGA supports a
correction of the disparity in the FAIR Act barley
payment level.
NDGGA supports the
continuation of a viable federal crop insurance program
addressing: continuation of prevented planting option;
APH is not affected by reported prevented planting acres;
and reinstatement of 75% payment level.
NDGGA urges the
Administration to establish a warning benchmark for
Canadian barley imports based on the same criteria as
wheat.
NDGGA supports
private property rights and endorses efforts to establish
a national no-net loss of private property act.
NDGGA urges Canada
and the U.S. to share crop protections registration data
in order to reduce the time and expense of product
registration.
NDGGA demands that
any governmental agency inform a landowner before they
assess, certify, or delineate the characteristics of his
land. The landowner must be notified of a forthcoming
survey of his land and be given sufficient opportunity to
accompany the officials inspection.
SOUTH DAKOTA
SD Wheat requests
that the fall final planting date be extended to October
15th.
SD Wheat requests
that the final
spring planting date be
extended to May 15th;
SD Wheat requests
that the Office of Risk Management review the county
eligibility to be covered for spring and winter wheat;
SD Wheat requests
that the CRP contracts follow the guidelines of the
contracts;
SD Wheat requests
the Corps of Engineers, South Dakota Game Fish and Parks,
the Department of Transportation, National Forest Service
and US Game Fish and Parks to prevent and control the
spread of noxious weeds on the land they manage, control
and/or own;
SD Wheat
recommends that existing CRP contracts with an EI of 8 be
extended.
